How to fix it

Upgrade to a paid plan to continue making live calls. Retrying will not clear this: the budget is cumulative for the lifetime of the free plan, not a temporary limit that resets.

Like every StayingAPI error, free_tier_budget_exhausted returns creditsCharged: 0. You are never billed for a failed, empty, blocked or not-found call.
